in that it is made an offence for a

vessel (other than a "foreign" vessel)

to be within the firing area, although

outside the three mile limit.

2. Subject to Mr. Eden's

observations in these and any other

respects relating to the terms of the

Ordinance, Mr. Ormsby-Gore proposes

to invite the Governor's

s attention to

these objections with a view to the

measure being amended in a satisfactory

manner.
